Pass to commanding officers, executive officers, senior enlisted leaders, administrative officers, personnel officers, command career counselors, and disbursing officers. This message targets personnel, administrative, disbursing, transaction service centers, and regional support centers regarding current personnel and pay issues for both active and reserve personnel. 2. The purpose of this message is to announce new enhancements that have been incorporated into the Enhanced Unit Commanders Financial Report (eUCFR) during July and August 2023: a. Unit Commanders Certification Page. This new feature requires the unit Commander to *CERTIFY* that the eUCFR has been reviewed by the Commander by pressing a certification button. All reviews will reflect upon the applications scheduled reload cycle. The application *RELOAD* cycle has been changed to every two hours. (1) The certification report will show all previously reviewed records by the Unit Commanders in *GREEN* and will indicate *COMPLETED*. All other records will be highlighted in *YELLOW* and indicate *PENDING* until the report has been certified. (2) The *REVIEWED RECORDS* field will reset after the update of the next months financial information. (3) Unit Commanders Usage Report. This new feature provides upper echelon Commanders with a tool to show who is using the eUCFR. A few key highlights are: (a) Single page for Triad members to complete the certification. (b) Quick identification of commands not yet reviewed. (c) Consolidation of key metrics to a single page. (d) Embedded instructions. (e) Will record the date, time, and user information once the certification is submitted. (4) No consolidated certification permitted for a higher echelon to certify subordinate commands. (5) Historical record of all certifications will be stored in the background of the application. b. Government Travel Charge Card (GTCC) Delinquency Report. This is a truncated version of the monthly report provided to the command Agency Program Coordinator and indicates all delinquent accounts of members of the command. This data is now included in the eUCFR to provide unit Commanders with a wider spectrum of financial data, which should be reviewed monthly. No specific personal financial information will be listed. The new data elements for the delinquent GTCC in the eUCFR are: (1) *GTC DELINQ STATUS*. This column will indicate the *AMOUNT PAST DUE* if the member is delinquent with the GTCC. (2) *GTC DELINQ DAYS AND AMT*. This column will indicate the number of days the members account is delinquent and the last reported balance. Example: An example is (32 -- 9725.56). This indicates the member is 32 days delinquent and has a current balance of 9,725.56. 3. Updated eUCFR User Guide. An updated eUCFR will include the above listed modifications and will be included in the next iteration of the Users Guide. The 120 Day Log-in Rule. The eUCFR has been programmed to automatically suspend access to any user who has not logged into the eUCFR in 120 days. Any user who has had their access suspended due to the 120-day suspension rule will need to submit a new System Authorization Access Request - Navy (SAAR-N) and access request. To preclude any suspension of access, please ensure that all eUCFR users log in at least once every 120 days. 5.
